Addressing the Early-Stage Financing Gap in Affordable Housing

Affordable housing developers in Ontario face a critical barrier: a lack of reliable predevelopment and upfront capital. Without this early-stage funding, many promising housing projects stall before they can begin.

 

To address this, WoodGreen Community Services and the Building Industry and Land Development Association (BILD) commissioned Arcadis to develop a whitepaper proposing a practical solution: the creation of a provincially backed Affordable Housing Revolving Fund (AHRF).

 

What the AHRF Would Do

  • Provide low-interest loans for early-stage project costs, including planning, design, and predevelopment
  • Lower borrowing costs and improve project viability
  • Accelerate timelines and reduce total project costs
  • Operate as a self-sustaining fund, with loan repayments reinvested into future developments

 

Why It Matters

The AHRF would give non-profit and purpose-built rental developers the confidence and financial certainty they need to move affordable housing projects forward. This would help scale the delivery of affordable housing across Ontario more efficiently and at a faster pace.
